The Fund For Animals filed suit challenging the "No Significant
Impact" finding by the National Park Service in the interim Winter Use
Plan for Yellowstone. In the suit, the Fund asks the court to halt road
grooming throughout the park. They claim the 25-foot wide snow
packed roads created each winter lead to major changes in Bison
migration.
In effect, the Fund has filed to close the park to all winter use, since
without road grooming, the park personnel can't work or patrol the
park, and the snow coaches can't run on ungroomed roads and
snowmobiling won't occur on ungroomed roads.

undefined, but it must be assumed the Fund hopes there will be no
human impact on the Park--winter or summer.
The Fund filed the suit in the United States District Court in
Washington DC (Judge Emmet G Sullivan's Court.) Judge Brimmer
(Wyoming) did not issue a final judgement on the Yellowstone issue, so
the extent of the court's jurisdiction (Sullivan's) on Yellowstone remains
to be seen.
