ISSA to Renew Push for
Fuel-Tax Legislation
When the Iowa Legislature convenes in Des Moines in January, the
ISSA's Emergency Funding and Legislation Committee and the rest of
the ISSA board will renew their push for fuel-tax legislation, an initiative
to recapture the taxes paid by snowmobilers for the gas used in their off-
road machines.
“We gained a lot of respect last year with the legislators (with Senate
File 297), but we don’t want to stop there,” said ISSA President Terry
Durby. “We have some friends down there now, and we think this gas
tax legislation is obtainable.”
“A lot of good things happened last year that we can build on,” added
ISSA Lobbyist Mike Heller. “We don’t want to get complacent.”
The state organization last lobbied for this reimbursement in 2002, but
the bill never emerged from the House Transportation Committee. At
that time, the ISSA sought one-quarter of one percent of the total fuel
taxes paid in Iowa.
Every snowmobiler "should be aggressive and work towards this,”
urged David Downing, the IDNR’s snowmobile program coordinator.
“The states around us get big-time money through this program. That’s
money you pay and you are not using a highway. You really need to
work toward getting it back.”
