ISSA Supports Both Measures
The ISSA’s Emergency Funding and Legislation Committee is asking
introduced in the Iowa Legislature in January calling for licensure and
user fees for bicycles in Iowa.
Senate File 2006 calls for a $10 license valid for five years for bicycles
ridden on state and county highways, while House File 2086 would
require a $5 fee for each new bicycle sold in Iowa. The fees would be
earmarked for trail maintenance projects statewide.
ISSA Lobbyists Mike Heller and Paula Feltner said the snowmobile
association is in favor of the legislation, while lobbyist Mark Wyatt of the
Bicycle Coalition has declared he is against the proposed fees.
ISSA President Merv Hoermann serves on the Trails Advisory Committee
in Iowa for the National Recreational Trails grant program and said many
of the user groups on that board favor a bicycle license or fee. He said it
would help level the playing field.
“The bicycle groups keep asking for more money and more trails, but
they don’t want to ante up to the plate,” Hoermann said. “This legislation
will help that. The main question going forward will be enforcement and
making sure they are licensed.”
